Under the leadership of the Prime Minister of Pakistan, Mian Muhammad Shehbaz Sharif, the Government of Pakistan is implementing the Housing Reconstruction Program to rehabilitate families affected by the devastating 2022 floods. The program is being executed through the Ministry of Planning, Development and Special Initiatives and the Housing Reconstruction Unit (HRU) – IFRAP, with the objective of providing safe, resilient, and dignified housing to flood-affected households.
The initiative covers 33 districts of Balochistan, benefiting more than 284,000 affected families. In the first phase, 97,000 housing units are under construction with a total allocation of PKR 46 billion. A housing grant of PKR 400,000 is provided for each fully damaged house, while households with persons with disabilities receive an additional PKR 50,000.
To date, construction has commenced on over 42,000 houses, and approximately 15,000 units have been completed and handed over to beneficiaries. The program targets the completion of 51,000 houses by June 2026.
During his recent visit to Balochistan, the Prime Minister distributed ownership certificates to beneficiaries of completed houses and financial assistance cheques to eligible households. Reaffirming the government’s commitment, he emphasized the effective utilization of resources to ensure comprehensive rehabilitation, support livelihood restoration, and strengthen the local economy.
The Housing Reconstruction Program is contributing to employment generation, economic recovery, and the promotion of environmentally responsible and disaster-resilient construction, thereby laying the foundation for long-term resilience and sustainable development in the province.

Requests for Quotations (RFQ)

  1. This RFQ is for Procurement of Office Equipment for Integrated Flood Resilience and Adaptation Project (IFRAP) Component of the Project Implementation Unit (PIU)- HRU.
  2. The Government of Islamic Republic of Pakistan represented by Government of Balochistan has received financing from the World Bank toward the cost of the Integrated Flood Resilience and Adaptation Program (IFRAP) Project and intends to apply part of the proceeds toward payments under the contract for the Procurement of Office Equipment.
  3. The Project Director Housing Reconstruction Unit-IFRAP Project now invites quotations from suppliers for the Goods described in Annex 1: Purchaser’s Requirements, attached to this RFQ.

Fraud and Corruption

  • The Bank requires compliance with the Bank’s Anti-Corruption Guidelines and its prevailing sanctions policies and procedures as set forth in the WBG’s Sanctions Framework, as set forth in the attachment to the Contract Conditions (Attachment A).
  • In further pursuance of this policy, Suppliers shall permit and shall cause their agents (where declared or not), subcontractors, subconsultants, service providers, suppliers, and personnel, to permit the Bank to inspect all accounts, records and other documents relating to the RFQ and contract performance (in the case of award), and to have them audited by auditors appointed by the Bank.

Eligible Goods and Related Services

  • All the Goods i-e Supply, Installation and Commissioning of Office Equipment (As per Scope of Work) at delivery site to be supplied under the Contract and financed by the Bank may have their origin in any country in accordance with Para. 10.

Eligible Suppliers

  • Joint Venture (JV) is not allowed.
  • Firms and individuals may be ineligible if so, indicated in para. 10 below and:
  • as a matter of law or official regulations, the Borrower’s country prohibits commercial relations with that country, provided that the Bank is satisfied that such exclusion does not preclude effective competition for the supply of Goods or the contracting of works or services required; or
  • by an act of compliance with a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations, the Borrower’s country prohibits any import of Goods or contracting of works or services from that country, or any payments to any country, person, or entity in that country.
  • In reference to paras. 6 and 8, for the information of suppliers, at the present time firms, goods and services from the following countries are excluded from this procurement process:
    • Under para. 6 and 9 (a): “none”.
    • Under para. 6 and 9 (b): “none”
  • A Supplier that has been sanctioned by the Bank, pursuant to the Bank’s Anti-Corruption Guidelines, in accordance with its prevailing sanctions policies and procedures as set forth in the WBG’s Sanctions Framework as described in the attachment to the Contract Conditions (Attachment A) paragraph 2.2 d., shall be ineligible to submit Quotations or be awarded or otherwise benefit from a Bank-financed contract, financially or otherwise, during such period of time as the Bank shall have determined. A list of debarred firms and individuals is available on the Bank’s external website: http://www.worldbank.org/debarr.
  • Suppliers that are state-owned enterprises or institutions in the Purchaser’s country may be eligible to compete and be awarded a Contract(s) only if they can establish, in a manner acceptable to the Bank, that they:
    • are legally and financially autonomous;
    • operate under commercial law; and
    • are not under supervision of the Purchaser.
  1. A Supplier shall not have a conflict of interest. Any Supplier found to have a conflict of interest shall be disqualified. A Supplier may be considered to have a conflict of interest for the purpose of this Request for Quotations process, if the Supplier:
  2. directly or indirectly controls, is controlled by or is under common control with another Supplier that submitted a Quotation; or
  3. receives or has received any direct or indirect subsidy from another Supplier that submitted a Quotation; or
  4. has the same legal representative as another Supplier that submitted a Quotation;
  5. has a relationship with another Supplier that submitted a Quotation, directly or through common third parties, that puts it in a position to influence the Quotation of another Supplier, or influence the decisions of the Purchaser regarding this Request for Quotations process; or
  6. or any of its affiliates participated as a consultant in the preparation of the design or technical specifications of the Goods, or Related Services, that are the subject of the Request for Quotations process; or
  7. or any of its affiliates has been hired (or is proposed to be hired) by the Purchaser or Borrower for implementing the Contract; or
  8. would be providing Goods, works, or non-consulting services resulting from, or directly related to consulting services for the preparation or implementation of the project specified in this Request for Quotations, that it provided or were provided by any affiliate that directly or indirectly controls, is controlled by, or is under common control with that firm; or
  9. has a close business or family relationship with a professional staff of the Borrower (or of the project implementing agency, or of a recipient of a part of the loan) who:

(i) are directly or indirectly involved in the preparation of the Request for Quotations or specifications and/or the evaluation of Quotations, of the subject Contract; or (ii) would be involved in the implementation or supervision of such Contract unless the conflict stemming from such relationship has been resolved in a manner acceptable to the Bank throughout the Request for Quotations process and execution of the Contract.

Performance Security

  1. A Performance Security is required from the Successful Supplier as specified in the Conditions of Contract.

Manufacturer’s Authorization

  1. A Supplier that does not manufacture or produce the Goods it offers to supply shall submit a Manufacturer’s Authorization using the form included to this RFQ to demonstrate that it

has been duly authorized by the manufacturer or producer of the Goods to supply these Goods in the Purchaser’s Country.

Validity of offers

  1. The offers shall be valid until 40 days from the submission date as specified in paragraph 21.

Quoted Price

  1. Prices shall be quoted in the following manner:
  2. For Goods to be supplied from within the Purchaser’s Country:
    1. the price of the Goods quoted EXW, including all customs duties and sales and other taxes already paid or payable on the components and raw material used in the manufacture or assembly of the Goods;
    1. if known, any Purchaser’s Country sales tax and other taxes which will be payable on the Goods if the Contract is awarded to the Supplier; and
    1. the price for inland transportation, insurance, and other local services required to convey the Goods to their final destination (Project Site) in HRU Office, Quetta.
    1. The price for related services.
  3. The Supplier shall quote all the prices in Pak Rupees.

  1. Quotations are to be submitted in the form attached at Annex 2 and in one hardcopy.

CONSULTING SERVICES – FIRMS SELECTION

The Islamic Republic of Pakistan has received financing from the World Bank toward the cost of the Integrated Flood Resilience and Adaptation Project (IFRAP), and intends to apply part of the proceeds toward payments under the contracts for Hiring of a Communication Firm for Housing Reconstruction and Restoration in Balochistan

The Outlines of Terms of Reference (TOR) for the assignment can be found at the following website: (https://hru.org.pk/).

The Housing Reconstruction Unit (HRU-IFRAP) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Key Experts will not be evaluated at the expression of interest stage. The prospective consultant(s) shall have the following experience:

  1. Minimum of 10 years of experience in media and communication. Experience in disaster recovery, resilience, or humanitarian projects will be accorded due weightage
  2. At least three successfully implemented media campaigns within the last 5 years of comparable scale and complexity as defined in TOR.
  3. Demonstrable expertise in developing and implementing multi-platform communication plans
  4. Expertise in producing video documentaries of minimum 15 minutes length, aligned with international standards.
  5. Proven ability to design and execute visual storytelling campaigns with measurable audience engagement metrics.
  6. Evidence of established partnerships with leading national and international media outlets (e.g., CNN, BBC, Dawn, Geo News).
  7. Proven track record of securing media placements for development-sector initiatives.
  8. In the case of a Joint Venture (JV), the details of such projects will be provided separately for the primary or associated consultant,
  9. Details of the logistic capacity of the firm including general availability of technically qualified staff.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14{Conflict of Interest}, 3.16, and 3.17 [Consulting Services] of the World Bank’s “Procurement Regulations for IPF Borrowers” dated November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub- consultancy. The Consultant shall clearly describe the anticipated role of each JV partner as well as Sub Consultant within the association. In the case of joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract whereas each partner within the JV shall meet the qualification and experience requirement for the assigned role, if selected.

A Consultant will be selected in accordance with the Qualification and Cost Based Selection (QCBS) method set out in the WB Procurement Regulations for IPF Borrowers (Procurement in Investment Project Financing, Goods, Works, Non-Consulting and Consulting Services – Fourth Edition, November 2020).

REQUEST FOR EXPRESSIONS OF INTEREST

CONSULTING SERVICES – FIRMS SELECTION

The Islamic Republic of Pakistan has received financing from the World Bank toward the cost of the Integrated Flood Resilience and Adaptation Project (IFRAP), and intends to apply part of the proceeds toward payments under the contracts for Hiring of an Independent Technical Verification Consultant (ITPV) for Housing Reconstruction and Restoration in Balochistan

The Housing Reconstruction Unit (HRU-IFRAP) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Key Experts will not be evaluated at the expression of interest stage. The prospective consultant(s) shall have the following experience:

  1. Corporate capacity for offering similar services (Core business) for Ten (10) years.
  2. At least Three (3) similar assignments completed in the last five years in similar nature and scope.
  3. The firm should provide details including documentary evidences regarding contract awards, reference letters, completion certificates from the clients along with postal address and client contact numbers, stating the scope of services and deliverables of projects completed in the last five (5) years,
  4. In the case of a Joint Venture (JV), the details of such projects will be provided separately for the primary or associated consultant,
  5. Details of the logistic capacity of the firm including general availability of technically qualified staff.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14{Conflict of Interest}, 3.16, and 3.17 [Consulting Services] of the World Bank’s “Procurement Regulations for IPF Borrowers” dated November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub- consultancy. The Consultant shall clearly describe the anticipated role of each JV partner as well as Sub Consultant within the association. In the case of joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract whereas each partner within the JV shall meet the qualification and experience requirement for the assigned role, if selected.

A Consultant will be selected in accordance with the Qualification and Cost Based Selection (QCBS) method set out in the WB Procurement Regulations for IPF Borrowers (Procurement in Investment Project Financing, Goods, Works, Non-Consulting and Consulting Services – Fourth Edition, November 2020).
