At the Housing Reconstruction Unit, Our Mission is to Rebuild and Empower communities affected by Natural Disasters.

We are dedicated to providing sustainable housing solutions and enhancing the resilience of vulnerable populations in Balochistan. Here’s an overview of our key activities:

Housing Reconstruction Grants We provide grants to homeowners to rebuild their homes following resilience standards, ensuring safety and sustainability for future generations.

Community Infrastructure Rehabilitation We are committed to restoring essential services by rehabilitating damaged community infrastructure, including water supply, irrigation, roads, and community facilities.

Risk Mitigation and Early Warning Systems To protect against future disasters, we implement resilient protection infrastructure and enhance early warning systems, with a focus on social inclusion and access to disaster risk management information.

Environmental Restoration Our efforts extend to restoring degraded watersheds, contributing to the ecological balance and long-term environmental health of the region.

Capacity Building We strengthen institutional capacity at both the provincial and local levels to prepare for and respond to future disasters effectively.

Social Inclusion Ensuring that women and marginalized groups have access to our systems and information is a priority, fostering a community-driven approach to disaster resilience.


Our Impact The HRU’s initiatives are projected to benefit approximately millions of people across calamity-declared districts in Balochistan, creating a safer, more prosperous future

Functions

· Provide support for housing reconstruction to disaster affected households especially the low-income and vulnerable households in the province of Balochistan.

· Put in place technically capable housing reconstruction unit for rehabilitation and reconstruction of housing facilities for disaster effected households while following applicable rules and regulations on procurement, environment and social safeguards, financial management

· Create / enable owner-driven housing reconstruction process for a more sustainable solution for both immediate and long-term housing needs.

· Develop program guidelines that will be agreed with the World Bank or any other Multilateral or Bilateral development partners or other organizations to guide the implementation of the Housing Program. The Program Guidelines will be unequivocal, setting out who gets what and focused on specific outcomes and establish tenure rights to beneficiaries.

· Allow and perform or cause to perform reconstruction process which enables people to reconstruct their houses that are resilient in a manner that reconstructed structures use technologies that mitigate climate change affects to the maximum posisble extent.

·  The Unit will not only manage or cause to manage post disaster housing reconstruction but will also establish standards to ensure human and property safety.

· The unit may engage other Non Governmental Organizations, private sector and/ or other agencies to explore housing options other than owner driven model and seek some more interventions like supplementing infrastructure requirements needed for newly constructed or to be constructed houses. It may also seek looking at different models for social sector infrastructure for social needs like primary schools / basic health units rehabs etc.

· The HRU may also make use of public private partnership in carrying out its tasks where applicable.

· Through proper channel solicit or accept contributions, donations, grants and gifts, in cash or in kind, from lawful sources to facilitate owner driven reconstruction.

· The HRU may nominate delegates and advisors to represent the company at conferences, government bodies and other gatherings.

· The Unit may co-operate with other charitable trusts, societies, associations, institutions or companies formed for all or any of these objects and statutory authorities operating for similar purposes and to exchange information and advice with them.

· Through proper channel, the HU may enter into agreements, contracts and arrangements with organizations, institutions, bodies and individuals for the purpose of carrying out the functions and activities of the project.

· The HRU will conduct, hold and arrange symposia, seminars, conferences, lectures, workshops and dialogue and to print, publish and prepare journals, magazines, books, circulars, reports, catalogues and other works relating to any of the objects of or to the work done by the project, subject to the permission, if required of the relevant authorities.

· Following proper procedures the HRU may appoint, remove or suspend the legal advisors, bankers, or other officers on such terms and conditions as they shall think fit and as may be agreed upon.

· The HRU will constitute from time to time committee(s) from within the team or co-opt other persons for the purpose and delegate to them such functions and powers as the PSC may deem fit to carry out the objectives of the project.
