Procurements

The Labor Management Procedures (LMP) for the Integrated Flood Resilience and Adaptation Programme (IFRAP) have been carefully formulated to align with the objectives and standards of ESS2 from the World Bank’s Environmental and Social Framework (ESF), as well as with the National/Provincial Labor Laws. The LMP outlines the approach for managing project workers in full compliance with national laws and ESS2 requirements. The primary goal of the LMP is to identify the key labor needs and associated risks related to the project, enabling stakeholders to effectively address the labor requirements as specified in the LMP. The project will involve various types of workers, including Direct, Contracted, and Primary Supply workers, along with civil servants, and their respective estimated numbers and characteristics have been clearly outlined. Furthermore, the LMP identifies crucial environmental and social risks, such as Occupational Health and Safety (OHS), community risks, waste generation, risks of Gender-Based Violence (GBV), child labor, and forced labor. To ensure compliance, the provisions of the World Bank Environment and Social Standards ESS2, as well as the Labor Laws of the Government of Balochistan, have been thoroughly examined and cited to meet all their requirements and obligations. Key aspects, such as Conditions of Employment, Occupational Health and Safety (OHS), and issues related to Child and Forced Labor, have been incorporated as guidelines. A Grievance Mechanism (GM) has been established to address any potential dissatisfactions, concerns, or notices that may arise from all project workers and stakeholders regarding labor matters. Additionally, a Contractor Management guideline has been developed specifically for Partner organizations/IPs, ensuring that the selection, retention, monitoring, and guidance of contractors are carried out in strict accordance with the requirements of ESS and relevant national/Provincial Laws/Acts.
